For each negative level a creature has, it takes a cumulative –1 penalty on all ability checks, attack rolls, combat maneuver checks, Combat Maneuver Defense, saving throws, and skill checks. In addition, the creature reduces its current and total hit points by 5 for each negative level it possesses. The creature is also treated as one level lower for the purpose of level-dependent variables (such as spellcasting) for each negative level possessed. Spellcasters do not lose any prepared spells or slots as a result of negative levels. If a creature’s negative levels equal or exceed its total Hit Dice, it dies.

Bio:
Once upon a time, humans from the kingdom of the south of the island built a trading post (called Glisson) in Eladrin territory to further exchanges between the two nations. It was a prosperous venture and the trading post rapidly grew to city size. Elves, descendant of the elves that had been kicked from the south of the island 1000 something years ago were pretty upset at this human encroachment, which they saw as history repeating itself. They tried to reason the Eladrin but when that failed they turn to plotting to overthrow the Eladrin king.
They staged a coup, and at the same time, a surprise attack on Glisson burning it to the ground, slain all humans with only a couple of human ship escaping in time. One of Elessar’s parents would have been in Glisson at the time to do business, and alerted by the cries of a baby boy, managed to save a lone human baby from the massacre [ie: Rognar (Claude) was adopted by Elessar’s parents].
Some Eladrins sided with the new Elven regime; some are paying lip-service to it and seek to overthrow it. Rumors are the rightful Eladrin King still lives and has escaped the attempt on his life… This hope rallies those who oppose the puppet king placed by the elves. Elsessar and Rognar’s parents would be aligned with this movement. The resistance keeps a low profile because dissidence is dealt harshly. The family moved to the frontier to avoid the intrigue of the halls of the capital and where Claude’s existence might be begrudgingly tolerated. It is there that Rognar has lived for 33 years. With no knowledge of his biological parents… and looked with suspicion by most.
